In the INES-WFSW seminar, Prof. Seiji Yuasa, Vice-president of the World Federation of Scientific Workers and President of the Japan Scientific Association, suggested the adoption of a non-war initiative similar to what stated in the Art. 9 of the Constitution of Japan: “Aspiring sincerely to an international peace based on justice and order, the Japanese people forever renounce war as a sovereign right of the nation and the threat or use the forces as means of settling international disputes. In order to accomplish the aim of the preceding paragraph, land, sea, and air forces, as well as other war potential will never be maintained. The right of belligerency of a state will not be recognized”. The unsuccessful results for both contending parts in recent wars emphasize the actuality of this proposal. Famine and war must be obsolete in this century.
